USDA Announced Interim Final Rule for the Establishment of a Domestic Hemp Production Program

The USDA can now review and approve hemp oversight plans submitted by states and establish a Federal plan for states that do not formulate their own plans. After so much talk, this move should get things moving in states that did not allow hemp production prior to the 2018 Farm Bill. It should also enable the USDA to roll out programs affected by hemp regulations, such as the USDA Rural Development Value-Added Producer Grant.

USDA will use the 2020 growing season to “test drive” the interim rule in order to issue the final rule using real data on production, processing, and marketing.
